The European Union has commissioned a study to identify the specific risks of discrimination faced by people with severe disabilities and/or with complex needs.The policy recommendations presented are the result of extensive research and analysis carried out in Germany, France, the United Kingdom, Italy, Spain, Poland, Lithuania, the Czech Republic, the Netherlands, Belgium, Sweden and Romania throughout the year 2007.The comparative analysis of the twelve National Reports demonstrates that people with severe disabilities and/or complex needs and their families are at a high risk of being discriminated against in all Member States and in all aspects of their lives. On the basis of the UN Convention on the Rights of Persons with Disabilities, this publication recommends actions for the European Union as well as for Member States, disability NGOs and service providers to improve this unacceptable situation.

L’Union européenne a financé une étude afin d’identifier les risques spécifiques de discrimination auxquels sont confrontées les personnes avec des handicaps graves et/ou des besoins complexes. Les recommandations politiques présentées ici sont le résultat d’une recherche menée en Allemagne, France, Royaume Uni, Italie, Espagne, Pologne, Lituanie, République tchèque, Pays-Bas, Belgique, Suède et Roumanie. L’analyse comparative des rapports nationaux montre que les personnes avec des besoins complexes ainsi que leurs familles ont un risque élevé de discrimination dans tous les Etats membres et dans tous les aspects de leurs vies. Sur la base de la Convention des Nations Unies sur les droits des personnes handicapées, cette publication recommande des actions afin d’améliorer cette situation inacceptable.

Four volumes are available to report the results of this European study carried out by Inclusion Europe. The non discrimination (article 5 of the UN Convention) is the main subject of this study. The first volume gives recommendations at European and national level. The second volume takes over the results of a comparative study made in 12 participating countries. The third volume summarizes all the national reports which have been written following the inquiry. Finally, the fourth volume lists the observed good practices.
